Newly installed curb collects water and cut-grass bits in a sizable puddle

Since the road rework, rain water is collecting in front of my house (especially at the driveway entrance). Somehow the curb is lower in front of my house and the water does not flow to the gutter(?) at the entrance of the cul-de-sac street. When neighbors cut grasses, the grass does not flow past my house, so my curb collects grass bits and when it rains it becomes a small swamp. The puddled water is not sanitary and I am afraid it will collect mosquitoes. I have no way of removing them easily because I cannot push them to the gutter (too far). Can someone from City take a look?
